Summary:PROBLEM TO BE SOLVED: To provided a novel surface-protecting film that exhibits sufficiently high antistatic performance even without using an antistatic agent, and sufficiently high wettability even without using a plasticizer, and further is excellent in reworkability (low release strength).SOLUTION: The surface-protecting film has a base layer and a pressure-sensitive adhesive layer, wherein the release electrostatic potential of the pressure-sensitive adhesive layer is at most 0.7 kV, and a first time wet speed to an acrylic plate in the surface in which the adhesive layer touches to an adherend is at least 5.0 cm/sec.
