PROBLEM TO BE SOLVED: To provide a facility for modification treatment of a carbonaceous material capable of economically suppressing generation of NOx in a low-temperature region.SOLUTION: In the facility 10 for modification treatment of a carbonaceous material, a surface coated carbonaceous material is produced by coating the surface of the carbonaceous material used for a raw material for sintering with a coating material containing 36 mass% or more of Ca derived from a lime-based raw material at a ratio of not less than 2 mass% but less than 30 mass% based on mass% of the carbonaceous material, and then the raw material for sintering is produced by blending the surface coated carbonaceous material with a blended raw material for sintering in a blending machine 11, wherein water having a mole number equivalent to or more than that of a quicklime component in the lime-based raw material is added to a kneading machine 12 to which the lime-based raw material that is a raw material for the surface coated carbonaceous material and the carbonaceous material are delivered, thereby adjusting the water amount in the surface coated carbonaceous material to be not less than 9.5 mass% but less than 19 mass%.
