Summary:PROBLEM TO BE SOLVED: To provide a light-emitting device and a luminaire which can achieve uniformity of light and reduction of glare.SOLUTION: The light-emitting device 10 comprises a solid light-emitting element 11, an optical conversion member 14, and a light transmitting member 15. The optical conversion member 14 is arranged in the solid light-emitting element. The light transmitting member 15 has a substrate 15a made of aluminum oxide arranged on the outer surface side of the optical conversion member to face the solid light-emitting element, and a through hole 15b penetrates the substrate from the rear side, or the surface facing the solid light-emitting element, to the surface side of the substrate facing outward.
