Summary:PROBLEM TO BE SOLVED: To perform notification of a congestion situation of a line between communication devices, imposing loads on the line as little as possible.SOLUTION: A first communication device transmits a transmission signal based on an existing protocol to a second communication device. The second communication device measures a congestion situation of a line. On receiving the transmission signal transmitted from the first communication device, based on the measured congestion situation and predetermined criteria, the second communication device generates a response signal, and transmits the generated response signal to the first communication device. The first communication device receives the response signal transmitted from the second communication device, and based on the received response signal and predetermined criteria, determines the congestion situation of the line.
