Summary:PROBLEM TO BE SOLVED: To ensure driving safety and inherent portable terminal convenience by appropriately restricting the operation of a portable terminal within a vehicle.SOLUTION: A portable terminal control system includes: a portable terminal control section for setting a restriction on the operation of a portable terminal in the vicinity of a driver's seat of the vehicle when the vehicle runs in response to instructions from the driver's seat; and a determination section for determining whether or not the vehicle is present in a position where it is permitted to stop on the basis of a photographic image imaging the surrounding environment of the vehicle. The portable terminal control section derestricts the operation of the portable terminal when detecting that the vehicle has stopped running and when the determination section determines that the vehicle is present in a position where it is permitted to stop.
