PROBLEM TO BE SOLVED: To achieve an electric braking function in a high speed range by a small-capacity capacitor without using a large-capacity electric storage element such as a lithium ion battery.SOLUTION: A capacitor 7 is used as the electric storage element, and a current path which flows in the direction of discharging the capacitor 7 by a charge/discharge apparatus 11 is provided besides a current path flowing in the direction of charging the capacitor by the electric braking function in the high speed range, thereby making a current of a difference between a regenerative current (the current flowing in the direction of charging the capacitor) and a chopper current by the charge/discharge apparatus 11 (the current flowing in the direction of discharging the capacitor) circulate through the capacitor 7.
