PROBLEM TO BE SOLVED: To provide a teleconference system which can suppress an increase of a processing load in a transmission side terminal device transmitting images, and properly transmit the images to reception side terminal devices.SOLUTION: A conference controller 200 of a teleconference system 1 forwards low image quality commands and high image quality commands from reception side terminal devices 102 to a transmission side terminal device 101, and receives moving image data with low image quality and moving image data with high image quality from the transmission side terminal device 101. Based on a utilization situation of a communication band in a network N, resolution of the moving image data with low image quality, and the moving image data with high image quality, the controller 200 determines a first frame rate and a second frame rate, and transfers the moving image data with low image quality to the reception side terminal devices 102 performing low image quality display by the first frame rate and also transfers the moving image data with high image quality to the reception side terminal devices 102 performing high image quality display by the second frame rate.
