PROBLEM TO BE SOLVED: To provide a technique for supporting efficiency improvement in setting a workflow.SOLUTION: A workflow management device 14 includes: a workflow master table 20 that manages a plurality of workflows for managing problems occurring in information systems; a first correspondence table 22 that retains a correspondence between a plurality of attribute values related to problem management of the information systems and the plurality of workflows; a workflow attribute accepting section 34 that accepts an attribute value related to a problem management from a user who should be set a new workflow for managing a problem of a certain information system; and a template providing section 36 that provides the user with information of a workflow corresponding to the attribute value accepted from the user in the correspondence retained in the first correspondence table 22 out of the plurality of workflows retained in the workflow master table 20.
