Summary:PROBLEM TO BE SOLVED: To provide a light emitting device and a lighting device which prevent peeling of a sealing member sealing a light emitting element.SOLUTION: A light emitting device has: a substrate where light emitting elements are mounted on a surface; a light reflection layer laminated on a surface of the substrate which excludes mounting regions of the light emitting elements; and sealing members sealing the light emitting elements. Engagement protrusions, each of which protrudes toward the sealing member, are provided at edge parts where the light reflection layer contacts with the mounting region of each light emitting element. The engagement protrusions respectively protrude into the sealing members to prevent peeling of the sealing members.
