Summary:PROBLEM TO BE SOLVED: To provide a light control film that suppresses the scattering of external light while scattering the light incident at a predetermined angular range with a wide angular range, and to provide a screen that achieves both suppression of the scattering of external light and a wide viewing angle.SOLUTION: A light control film 3 is formed by laminating a first scattering film 1 that has no incident angle dependency for a haze value and scatters incident light in a horizontal direction and a second scattering film 2 that has incident angle dependency for a haze value and scatters incident light in a vertical direction orthogonal to the horizontal direction.
