Summary:PROBLEM TO BE SOLVED: To provide a network control device capable of avoiding a bottleneck in a network.SOLUTION: Communication devices using MPLS are connected with each other by physical paths. A network control device: retains a table for allocating a first logical path and second logical path to a plurality of communication devices, the first logical path connects the two communication devices and is accommodated by a first physical path, and the second logical path connects the two communication devices and is accommodated by a second physical path different from the first physical path; retains an upper limit of bands of traffic passing through each physical path, and a maximum limited band amount and a minimum guaranteed band amount of traffic passing through the first logical path; calculates an index value by using sum of the maximum limited band amount or minimum guaranteed band amount of each of the physical paths for the plurality of first logical paths accommodated by each of the first physical paths and the upper limit of the bands of each physical path; extracts a candidate of the first logical path whose allocation of the physical path is to be changed according to the calculated index value; and retains the extracted candidate of the first logical path in the table.
