Summary:PROBLEM TO BE SOLVED: To estimate a position of a vehicle using a radio LAN access point even in a place where it is difficult to estimate a position of a vehicle using a radio LAN access point used for the public.SOLUTION: In a charging area, an original radio LAN access point is installed in such a manner as to support a public radio LAN access point used for the public. An in-vehicle unit 20 estimates a position of a vehicle on the basis of a public radio LAN-ID included in a radio wave transmitted from the public radio LAN access point and a public radio LAN installation position database, and estimates the position of the vehicle on the basis of an original radio LAN-ID included in a radio wave transmitted from the original radio LAN access point and an original radio LAN installation position database. A selector 30 then selects any one of the position of the vehicle estimated from the public radio LAN-ID and the position of the vehicle estimated from the original radio LAN-ID, as a current position of the vehicle.
