Summary:PROBLEM TO BE SOLVED: To provide a grinding wheel increased in anchor effect and in a surface area for adhesion by forming recessed and projecting parts in the adhesive surface of a grinding wheel chip, and to provide a method of manufacturing the grinding wheel.SOLUTION: The grinding wheel 10 is formed by adhering the adhesive surface 12a of the grinding chip 12 having closed pores 16, not having open pores, to a chip fitting surface 11a of a grinding wheel core 11 through an adhesive 18. The adhesive surface of the grinding wheel chip is formed with recessed and projecting parts by a recessed and projecting part forming means. The grinding wheel chip is obtained by, for example, bonding super-abrasive particles formed from cubic boron nitride particles or diamond particles with a vitrified bond binder formed from oxide particles and non-crystal glass.
