PROBLEM TO BE SOLVED: To provide a system which does not require a gateway device in a monitoring control system where a block transmission type device and a tag transmission type device are mixed.SOLUTION: In a monitoring control system 10A, a plurality of tag transmission type control devices 40 for controlling devices respectively, a block transmission type control device 50, and a plurality of HMI devices 20 for monitoring/operating control devices 40 and 50 are connected in a network 60 so that mutual transmission can be performed. The HMI devices 20 comprise: monitoring/operating means 21 for monitoring/operating the control devices 40 and 50 which are connected through the network 60; and tag/block conversion means 31 for converting a tag accumulated in a tag DB24 to block data and transmitting the block data to the block transmission type control device 50 while the block data, which are received by referring to a table 38 that converts the block data and a tag mutually, is converted into the tag and the tag is accumulated in the tag DB24.
