Summary:PROBLEM TO BE SOLVED: To provide a pavement block for hardly applying loads of pedestrians or the like to a photovoltaic power generation element and a photovoltaic power generation system including the pavement block.SOLUTION: A pavement block 10A includes: a pavement block body 1; a plurality of protective members 2 installed at an interval from each other on the upper surface of the pavement block 1; and the photovoltaic power generation element 3 installed on the upper surface of the pavement block body 1 between the protective members 2 adjacent to each other, for receiving sunlight and generating power. The upper surface 2a of the protective member 2 is positioned above the upper surface 3a of the photovoltaic power generation element 3.
