Summary:PROBLEM TO BE SOLVED: To distribute an advertisement by selecting the specified number of users on which the advertisement has more effect among users connecting a network.SOLUTION: When receiving a request for distributing an advertisement from an advertiser terminal 6 with the number of distribution specified, a distribution device 1 selects, as advertisement distribution targets, users belonging to the same category as that of the advertisement, with the category of the advertisement set as an advertisement distribution range. When the number of users selected as the advertisement distribution targets does not reach the specified number of distribution, a category highly relevant to the category of the advertisement is added to the advertisement distribution range. Therefore, users belonging to the category highly relevant to the category of the advertisement also become the advertisement distribution targets. The distribution device 1 adds, to the advertisement distribution range, more categories highly relevant to the categories already included in the advertisement distribution range until the specified number of distribution is reached, and adds users belonging to the added categories as the advertisement distribution targets.
