Summary:PROBLEM TO BE SOLVED: To provide a biofilm forming method capable of forming a long-term biofilm in water such as natural world rivers, lakes and reservoirs while receiving force such as waves and a water current without the problem of durability, and a biofilm forming material for use in the method.SOLUTION: The biofilm forming method arranges in water a composite material including a matrix material of an organic material and a carbon fiber which is embedded in the matrix material and at least part of which is exposed on the matrix material surface. The biofilm forming material comprises a composite material comprising a matrix material of an organic material and a carbon fiber which is embedded in the matrix material and at least part of which is exposed on the matrix material surface, wherein the single-fiber diameter is 5 μm or more and 10 μm or less. The composite ratio (vol.%) between the matrix material and the carbon fiber is in a range of carbon material/matrix material=(20 to 70)/(80 to 30), and the exposure area ratio of the carbon fiber R(%) exposed on the surface of the matrix material is 10% or more and 70% or less. The exposure area ratio of the carbon fiber R(%)={(exposure projection area of the carbon fiber)/(projection total area of the composite material)}×100.
