PROBLEM TO BE SOLVED: To provide a semiconductor light-emitting element capable of improving light extraction efficiency, and to provide a method of manufacturing the semiconductor light-emitting element.SOLUTION: A semiconductor light-emitting element comprises: a substrate having a first region provided along the circumference of a first main surface, and a second region provided closer to the center side of the first main surface than to the first region; a first semiconductor layer provided on the first main surface of the substrate; a light-emitting layer provided on the first semiconductor layer; a second semiconductor layer provided on the light-emitting layer; and a translucent electrode provided on the second semiconductor layer. The reflectance of the second region is higher than that of the first region.
