Summary:PROBLEM TO BE SOLVED: To provide a method for manufacturing a blocked polyisocyanate composition excellent in low-temperature curability, storage stability and the like.SOLUTION: The method for manufacturing a blocked polyisocyante composition includes a first step of reacting a polyisocyanate (a) with 75-150 mol% of malonate diester (b) to an isocyanate group, a second step of reacting the product with an organic amine compound (c) to obtain a composition (D), and a third step of adding ≥10 mol% of a basic compound (e) having an acid dissociation constant (PKa) of 7.0 to 8.5 to a blocked isocyanate group of the composition D.
