Summary:PROBLEM TO BE SOLVED: To provide broadcasting system and method in which predetermined broadcast information is distributed to multiple user terminals by switching the distribution system of unicast and multi-cast from a distribution server.SOLUTION: The broadcasting system 1 comprises a distribution server 10 having a broadcast transmission function unit 100, and a user terminal 20 having a broadcast reception function unit 200. The broadcast transmission function unit 100 acquires broadcast information from one or more user terminals through a predetermined broadcast information channel, and distributes broadcast information while switching the distribution system of unicast and multi-cast according to the number of simultaneous receptions of information to be distributed from a user terminal. The broadcast reception function unit 200 has a unicast reception unit 203 which receives broadcast information distributed from the distribution server 10 by distribution system of unicast, and a multi-cast reception unit 204 which receives broadcast information distributed from the distribution server 10 by distribution system of multi-cast.
