PROBLEM TO BE SOLVED: To provide a blocked polyisocyanate composition excellent in low-temperature curing performance and storage stability, and used as a curing agent of an aqueous paint composition.SOLUTION: The blocked polyisocyanate composition contains aliphatic polyisocyanate and polyisocyanate (a) formed of one kind or two or more kinds of the aliphatic polyisocyanate, blocked polyisocyanate obtain by being reacted with malonic acid diester (b) expressed by a formula (I), and a basic compound (c) whose acid dissociation constant (PKa) is 7.0 to 8.5. The basic compound (c) is mixed with the blocked polyisocyanate composition at not smaller than 10 mol% with respect to a blocked isocyanate group of the blocked polyisocyanate. (In the formula, Rand Rdenote an alkyl group whose carbon number is 1 to 8, a phenyl group or a benzyl group, respectively, and the Rand Rmay be the same or different from each other.).
