Summary:PROBLEM TO BE SOLVED: To provide a wire having a high discharge start voltage and a high withstand voltage, and exhibiting excellent heat-resistance, abrasion resistance, and high mechanical strength capable of withstanding a stress due to a jig during the winding process.SOLUTION: The wire has a conductor, a first insulation layer formed on the outer periphery of the conductor, and a second insulation layer formed on the outer periphery of the first insulation layer and consisting of fluororesin capable of fusion processing or polytetrafluoroethylene. The first insulation layer is a layer consists of fluororesin containing a functional group and capable of fusion processing, and is obtained from an aqueous dispersion where fluororesin containing a functional group having a 98% cumulative particle size of 1-10 μm and an average particle size of 0.3-5 μm and capable of fusion processing are dispersed.
