PROBLEM TO BE SOLVED: To reduce fuel consumption and emission of carbon dioxide of a vehicle.SOLUTION: An information acquisition part acquires information on an intersection through which a vehicle passes and setting information on a traffic light provided at the intersection (step S8) from detected results of vehicle information by a vehicle detection part (step S6). And a non-stop speed calculation part calculates the non-stop speed for passing through the intersection when the traffic light is green from the obtained information and the vehicle information (step S10) while a fuel consumption estimation part estimates each fuel consumption in both cases when the traveling vehicle, keeping the current speed, stops at the intersection and the vehicle passes through the intersection at the non-stop speed (step S16). Furthermore, a recommended speed determination part determines either of the current speed or the non-stop speed as the recommended speed based on an estimation results by the fuel consumption estimation part (step S14, S20), a recommended speed transmission part transmits the recommended speed into the vehicle (step S22).
