Summary:PROBLEM TO BE SOLVED: To reduce an emission amount regardless of an operation condition after start when an internal combustion engine is started in the cold.SOLUTION: A quantitative request expressed with a controlled variable of an internal combustion engine is determined from a qualitative request concerning the performance of the internal combustion engine, and the quantitative request is converted to the operation amount of an actuator according to a predetermined calculation rule. In this case, when the qualitative request includes a request concerning exhaust gas performance, as a mode for determining a quantitative request during first idle, a plurality of modes, specifically a mode of giving priority to raising exhaust gas temperature during the first idle and a mode of giving priority to minimizing an emission amount per unit time during the first idle, are presented. According to a predicted operation condition after start, one mode is selected among the plurality of presented modes, and the quantitative request during the first idle is determined according to the selected mode.
