Summary:PROBLEM TO BE SOLVED: To provide a measuring method and a measuring device of hydroxyl radical concentration which enable accurate in-line spectroscopic measurement without requiring further reaction with an additive.SOLUTION: A measuring device of hydroxyl radical concentration provided in the present invention includes: means 2 to add a reactant which instantly reacts with hydroxyl radical to liquid to be measured 1 including hydroxyl radical; means 3 to introduce added liquid to be measured and spectroscopically measure the reactant after the addition; and means 4 to calculate an amount reduced by reaction of the reactant at the time of addition based on data about an amount reduced from the time of addition due to side reaction of the reactant at the time of measurement.
