PROBLEM TO BE SOLVED: To provide a steering-angle detection device and a steering-angle detection method which are advantageous for facilitating and cost reducing of a measurement work.SOLUTION: A non-circular part 2D of a steering wheel 2 shows a non-circular shape around a rotary shaft, as viewed from a steering shaft direction, namely, a rotary shaft direction. This steering angle the rotating detection device 10 detects a displacement in the radial direction of the rotary shaft of the non-circular part 2D of the steering wheel 2; and a rotation direction of the steering wheel 2, and specifies and outputs a steering angle from a data table in which the displacement is associated with the steering angle; and specifying of the steering angle is performed, based on the detected displacement, the latest steering angle, and the rotating direction of the steering wheel 2.
