Summary:PROBLEM TO BE SOLVED: To shorten take over time of a controlling and monitoring operation when a failure occurs in a system for performing backup of a controlling controller for controlling and monitoring a plant by an N:1 or N:M method. SOLUTION: A control program for executing the same process by controlling controllers 1 to 3 is mounted on a controlling controller 4 for backup which is provided corresponding to a plurality of controlling controllers 1 to 3 from among programs mounted on the controlling controllers 1 to 3. A control data storage device 8 stores control information which defines specifications of controlling and monitoring functions which are different in every controlling controllers 1 to 3 among programs mounted on the controlling controllers 1 to 3, monitors occurrence of a failure in the controlling controllers 1 to 3, and downloads the control information corresponding to the controlling controller in which the failure occurs into the controlling controller 4 for backup.
