PROBLEM TO BE SOLVED: To operate a power-saving mode according to a plan in a radio communication device. SOLUTION: The radio communication device includes: a first processor of controlling operation of a processor except itself on the radio communication device to a resting state when itself transitions from an operation state to the resting state, and of controlling a processor except itself on the radio communication device to the operation state when itself transitions from the resting state to the operation state; one or a plurality of second processor of performing processing differing from that of the first processor; and an operation mode controller of allowing the radio communication device to transition to a power-saving mode operated at a power smaller than that required for a normal mode when all of the processors in the radio communication device become the resting state while the radio communication device is in the normal mode, and of allowing the radio communication device to transition to the normal mode when one of the processors in the radio communication device becomes the operation state while the radio communication device is in the power-saving mode.
