Summary:PROBLEM TO BE SOLVED: To provide a developing device which prevents an increase in size of the device and prevents image density from being uneven due to improper flow of two-component developer on a surface of a developer carrier, when the developer carrier in which a carrying force of the two-component developer is generated in a rotational axis direction by a plurality of oval or ellipsoidal concave portions obliquely formed at an outer periphery is used, and to provide an image forming apparatus provided with the developing device and a process cartridge. SOLUTION: At both ends in a longitudinal direction of a magnet roller 133, magnet roller shafts 134 are provided as support shafts formed of a magnetic body, and the magnet roller shafts 134 have different lengths in the longitudinal direction. The length L2 of one magnet roller shaft 134b at a downstream side of a developer moving direction in a developing roller rotational axis direction caused by movement of the outer periphery having a concave 139 of a developing sleeve 132 at a position of a developer releasing portion where the developer is released from a developing roller 115 is shorter than the length L1 of the other magnet roller shaft 134a.
