Summary:PROBLEM TO BE SOLVED: To provide a glass substrate regenerating apparatus for efficiently regenerating a color filter without using acid treatment for transparent electrode treatment in a regenerating process of a glass substrate which is produced in the manufacturing step of a color filter substrate but does not meet quality standards or a dummy substrate of a sputtering device, and to provide a regenerating method using the regenerating apparatus. SOLUTION: An apparatus for regenerating a glass substrate by removing, from a color filter substrate wherein a colored pixel layer and a transparent electrode layer are formed on a glass substrate, the colored pixel layer and the transparent electrode layer is provided. The colored pixel layer is composed of a cured photosensitive colored resin and the transparent electrode layer is composed of a conductive metal oxide thin film, and the colored pixel layer and the transparent electrode layer are laminated with each other. The apparatus for regenerating a color filter substrate includes an electrolysis means for removing the transparent electrode layer without making the electrode contact the substrate, and an alkaline solution treating means for exfoliating the colored pixel layer.
