Summary:PROBLEM TO BE SOLVED: To prevent a battery from rapidly deteriorating due to sulfation. SOLUTION: A controller 25 for controlling refresh charging receives an instruction of refresh charging in response to pressing a button for ordinary charging on a charging panel 40, provided that the number of interruption of charging, which is counted by a counter 26, reaches to the predetermined number. In response to the instruction, the controller 25 controls currents supplied from a power source 21 to a positive terminal 11 of a battery 10 and continues to charge the battery until the battery reaches a refresh-charge level which is a level combining the full-charge with an additional predetermined charge.
