PROBLEM TO BE SOLVED: To properly determine the propriety of manufacturing concrete in a manufacturing process for the concrete. SOLUTION: A prediction formula for predicting the temperature in the completion of manufacture of concrete is created from the relationship between the ambient temperature on the periphery of a storage portion (a receiving bin) before kneading various materials, the combination of the actual measured values of the temperature of various materials and the temperature in a kneading portion and the actual measured value of the temperature in the completion of manufacture of the concrete. The prediction temperature in the completion of manufacture of the concrete is calculated by the prediction ambient temperature value at the scheduled time of the completion of manufacturing of the concrete at the place of manufacturing the concrete obtained by a weather prediction information notification means and the actual measured values of the temperature of various materials and the temperature in the kneading portion on the basis of the prediction formula, and the propriety of manufacturing is determined by the prediction temperature.
