Summary:PROBLEM TO BE SOLVED: To provide an optical transmission substrate and an optical module for preventing light incident on a clad from being incident on a core. SOLUTION: A photoelectric wiring board includes: a substrate; a lower conductor layer that is installed on the substrate and provided with a first concave/convex part on the upper face; an optical waveguide that is installed on the first concave/convex part on the lower conductor layer and that is composed of a lower clad, a core and an upper clad; an upper conductor layer that is installed on the optical waveguide and that is provided with a second concave/convex part on the lower face so as to clamp the optical waveguide as well as the first concave/convex part; and a through-electrode that is installed continuously from the lower conductor layer to the upper conductor layer so as to penetrate the lower and the upper clads.
