PROBLEM TO BE SOLVED: To provide a method of manufacturing a secondary base paper roll for tissue paper products which permits a chemical to be uniformly entirely applied to a laminated continuous sheet S2 in a short time. SOLUTION: The method of manufacturing a secondary base paper roll for tissue paper products includes a lamination process (51) to continuously laminate primary continuous sheets S11 and S12 extended from a plurality of primary base paper rolls JR in the continuation direction to make a laminated continuous sheet S2, a chemical application process (53) to apply a chemical to the laminated continuous sheet S2, a flattening process (52) to flatten the laminated continuous sheet S2 by a calender after the chemical application process (53), a slitting process (55) to slit the laminated continuous sheet S2 to give it a product width of the tissue paper product or a multiple times larger width, and a winding process (56) to concentrically wind the slit laminated continuous sheet S2 and form a plurality of secondary base paper rolls having the product width of the tissue paper product or the multiple times larger width.
