Summary:PROBLEM TO BE SOLVED: To provide moving picture encoding and decoding methods and devices, which can reduce the amount of bits necessary for switching between an irreversible mode and a reversible mode. SOLUTION: The moving picture encoding device includes: a prediction section that generates a residual signal which is a differential of an input image; a transformation/quantization section that performs or skips transformation and quantization of the residual signal depending on mode information; an entropy-coding section that entropy-codes the residual signal through the transformation/quantization section to generate a bit stream; a reversible-mode QP range determining section that determines a reversible-mode QP range using the amount of bits generated by the entropy-coding section and a quantization coefficient (QP); and a mode determining section that compares a current QP value with the determined reversible-mode QP range to determine one of an irreversible mode and a reversible mode and transmits mode information on the determined mode to the transformation/quantization section.
