Summary:PROBLEM TO BE SOLVED: To provide a method of manufacturing a conductive polymer capacitor, capable of providing an electrolyte which satisfies all of high capacity, low ESR, and low LC, and to provide the conductive polymer capacitor obtained by the manufacturing method. SOLUTION: In the method of manufacturing the conductive polymer capacitor, a surface of a dielectric oxide film in an anode body in which the dielectric oxide film is formed is covered with an anode conductive polymer dispersion liquid containing an ionic liquid. Thereby, an electrolyte layer is formed. The conductive polymer dispersion liquid contains at least one conductive polymer selected from a group which consists of polythiophene, polythiophene derivative, polypyrrole, polypyrrole derivative, polyaniline, and polyaniline derivative.
