SOLUTION: The binary pharmaceutical composition includes a cyclosporine, a hydrophilic phase and a surfactant, provided that the hydrophilic phase is not a 1-5C alkyl or tetrahydrofurfuryl di- or partial ether of a low-molecular-weight mono- or poly-oxyalkanediol, and the surfactant is not an ethylene oxide/propylene oxide block copolymer.
