Summary: | PROBLEM TO BE SOLVED: To suppress the growth of disturbance of train operation by releasing a course locking located ahead of an approaching train to allow another course setting even though a position where the approaching train is guaranteed to be stopped or is stopped is situated inward from a course when the course is released due to a disturbance in a train diagram or the like while a train approaches to the course after completion of the course setting. SOLUTION: An onboard device 2 creates a train safety control curve which is a speed pattern for stopping a train at a termination of a course from a present train position and train stop target position, and speed limit information or present speed of a train. The curve is transmitted to the ground. A course locking process part 16 in a ground device 4 obtains the train safety control curve transmitted from the onboard device 2 and calculates a train safety control curve range therefrom.
