SOLUTION: An HGW 101a includes: a packet distribution processing part 141 which extracts a communication address of a transmission source and a communication address of a transmission destination from a communication packet of a data flow transmitted from an access network 702 to a home network 501; and a packet transmission processing part 142 which lowers the priority of the data flow to transmit the data flow to the home network 501 when a pair of the extracted communication address of the transmission source and the extracted communication address of the transmission destination is not stored in a queue assignment information storage part 23.
