Summary: | PROBLEM TO BE SOLVED: To provide a photoelectric converter which does not cause drop in battery output, even if using a substrate which has a transparent electrode in which distribution of haze ratio exists within the plane of the substrate. SOLUTION: A photoelectric converter 100 includes a transparent electrode layer 2 which is formed on a substrate 1 and has a rough on the surface opposite to the substrate 1; a film 7 whose main component is silicon and is formed by sputtering method on the transparent electrode layer 2; and a photoelectric conversion layer 3 in which p-layer, i-layer, and n-layer, otherwise, n-layer, i-layer and p-layer are stacked in this order from the substrate 1 side, on the film 7 whose main component is silicon.
