SOLUTION: A photoelectric converter 100 includes a transparent electrode layer 2 which is formed on a substrate 1 and has a rough on the surface opposite to the substrate 1; a film 7 whose main component is silicon and is formed by sputtering method on the transparent electrode layer 2; and a photoelectric conversion layer 3 in which p-layer, i-layer, and n-layer, otherwise, n-layer, i-layer and p-layer are stacked in this order from the substrate 1 side, on the film 7 whose main component is silicon.
