Summary: | PROBLEM TO BE SOLVED: To provide an inter-cell interference coordination method and base station, which may guarantee the inter-cell interference coordination performance while reducing the overhead needed at the X2 interface. SOLUTION: A first base station measures an IOT (interference over thermal noise) to be received by a first subcarrier resource block in an uplink direction, to obtain the IOT measured value. When the IOT measured value is larger than the first predetermined threshold value, the first base station determines whether the first base station receives a first high interference instruction message from a second base station, and when receiving the first high interference instruction message, transmits an overload instruction message to the second base station which transmits the first high interference instruction message, or blocks the first subcarrier resource block. When no first high interference instruction message is received, the first base station transmits the overload instruction message to base stations to which all adjacent cells belong.
