Summary:PROBLEM TO BE SOLVED: To provide a fixing device that saves energy by reducing the size of a fixing belt and to provide an image forming apparatus having the fixing device. SOLUTION: In the fixing device, a fixing roller 132 and a belt holding member 134 are arranged such that a distance D between the central axis of the fixing roller 132 and the central axis of the belt holding member 134 is smaller than the sum of the radius R1 of the fixing roller 132 and the radius R2 of the belt holding member 134. The fixing roller 132 is disposed such that a part thereof is located inside the belt holding member 134, as seen from a direction perpendicular to the axial direction of the fixing roller 132.
