Summary:PROBLEM TO BE SOLVED: To provide an ice thermal storage device capable of improving an IPF (ice packing factor) and heat exchange characteristics while maintaining good durability. SOLUTION: The ice thermal storage device 100 includes: a thermal storage tank 130 in which water and ice are stored; an ice-making machine 120 installed in a position higher than a water surface of the thermal storage tank 130 and making ice blocks; ice conveyance piping 122 for conveying the ice blocks from the ice-making machine 120 to the lower part of the thermal storage tank 130 by a water current; one or a plurality of heat exchangers 148 using water as a heat exchange medium and exchanging heat with a load side; first water conveyance piping 140 for conveying water from the thermal storage tank 130 to the heat exchangers 148; and second water conveyance piping 150 for returning water used for heat exchange from the heat exchangers 148 to the thermal storage tank 130.
