Summary:PROBLEM TO BE SOLVED: To provide a surface-treated plated steel sheet which has a harmless corrosion-proof coating film alternative to a chromate film and excellent in corrosion resistance and resistance to whitening caused by dew-condensation and is capable of being press molded even without coating an oil. SOLUTION: The surface-treated plated steel sheet has a film layer which includes a zirconyl cation component A, an anion component B selected from a phosphoric acid ion and a hydroxyethylidene diphosphonic acid ion, and a cationic component C selected from Mg and Ca, and includes a resin in an amount of 90 mass% or less. When the total electric charge (mmol×m-2) of each of components A, B and C in the film layer is expressed as A, B, and C, the film layer satisfies expression 1 of 0.49≤A/B≤1.3 and expression 2 of -0.3≤(A+C-B)/B≤0.3. All of the ionic components in the film substantially consist of components A, B, and C. The film layer, which has a film adhesion amount in a range of 1 to 10 mmol×m-2in term of the total charge amount of the anion component B, is formed on at least one side of a zinc-plated steel sheet.
