PROBLEM TO BE SOLVED: To improve operation efficiency of a work device. SOLUTION: A work order controller 10 controlling order of applying, in a work device to which a plurality of work targets are carried, work to the work targets carried to the work device includes a work order determination part 14 determining, based on a work condition imparted to each of the plurality of work targets, the next work target that is the work target next applied with the work in the work device from the plurality of work targets carried to the work device. The work order determination part 14 determines the next work target according to a degree wherein the work condition imparted to the work target and the work condition imparted to the nearest work target that is the work target applied with the work immediately before the next work target accord.
