Summary:PROBLEM TO BE SOLVED: To provide a device easily generating a program that controls a lighting device changing according to the environment and the time. SOLUTION: An object selection menu (211-214) is displayed on a lighting program generation screen 201. An operator selects a graphical object (311, 312, ..., 341, 342) from the object selection menu (211-214) and arranges the object in an object arrangement area 220. The graphical objects correspond to action programs into which a program that controls a lighting device is divided. Conditions for running the action programs are set by selecting the arranged graphical objects.
