PROBLEM TO BE SOLVED: To provide a developing roller that prevents periodical image density unevenness due to a developing sleeve when the developing roller regularly rotates, and to provide a developing device, a process cartridge and an image forming apparatus.SOLUTION: The image forming apparatus includes the process cartridge. The process cartridge includes the developing roller. The developing roller includes: a magnet roller; the cylindrical developing sleeve which attracts the developer to the outer surface thereof with the magnetic force included in the magnet roller; and a flange part which is press-inserted to the developing sleeve and fixed to the developing sleeve with adhesive agent, for rotationally driving the developing sleeve. In the flange part, (a) a tapered part covered (coated) with a quick drying adhesive is formed, and also, (b) the tapered part is formed so that the outside diameter thereof becomes gradually smaller as it goes closer to the inner side of the developer sleeve.
