Summary:PROBLEM TO BE SOLVED: To provide a monitoring device which makes it difficult to identify a dummy file generated for an encrypted management information file relating to alteration detection.SOLUTION: The monitoring device includes: a protective alteration detection control part (203) which determines whether a management information files (208, 209) reported from a normal processing part (101) is dummy or not and, when the management information file being dummy (the management information file 208), informs a dummy alteration detection management part (205) and, when the management information file being not dummy (the management information file 209), performs alteration detection processing; and a dummy alteration detection management part which, when the management information file obtained by the protective alteration detection control part (203) is determined to be dummy, imitates alteration detection processing of the protective alteration detection control part. The dummy alteration detection management part (205) preliminarily holds the time required for processing of the protective alteration detection control part (203), as a sleep time and performs sleep processing for only the held sleep time.
