PROBLEM TO BE SOLVED: To provide an operation determining system, an operation determining device and a program for more precisely determining the presence/absence of the operation of an object in a detection region.SOLUTION: An operation determining system includes: a detection area 1 whose position is known; a position measuring part 4 that measures the position of a moving object, for example, the hand 2, with time by using an image taking device 3; and an operation determining part 5 that determines that there is an operation of the hand 2 in a detection area 1 when an angle made by the vectors in entry of the hand 2 with the detection area 1 calculated based on the position of the hand 2 measured with time is equal to or higher than a certain value or exceeds the certain value, and determines that there is no operation of the hand 2 when the angle is less than the certain value or equal to or lower than the certain value.
